Among the attendees were Ms. Truong Thi Ngoc Anh, Vice Chairwoman of the Central Committee of the Vietnam Fatherland Front; Mr. Tran Nhat Lam, Deputy Chief of the Central New Rural Coordination Office; Mr. Ngo Chi Cuong, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Mr. Kim Ngoc Thai, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Mr. Le Van Dau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; former leaders of the Provincial Party Committee, People's Council, Provincial People's Committee from different periods; leaders of departments, branches, and localities; representatives of households, religious dignitaries, businesses, philanthropists, and social organizations that have made significant contributions to the district's socio-economic development.
According to Mr. Kim Chi Hoa, Chairman of Duyen Hai District People's Committee, when the task of building a new rural area was first undertaken, the district faced challenges such as low economic growth, fragmented terrain, and lack of synchronized economic and social infrastructure. The district's resources for development heavily relied on the central budget's allocation.

Over time, with the determination and efforts of the Party Committee, local authorities, and people, Duyen Hai district has witnessed positive developments in its socio-economic situation. In 2022, the total production value of the district (at 2010 prices) exceeded 8,200 billion VND. The economic structure has positively shifted, with the agriculture, forestry, and fishery sector accounting for 48.3%; industry and construction accounting for 37.03%; and trade and services accounting for 14.67%. The district's per capita income reached 61 million VND per person per year. By the end of 2022, the district had 453 poor households, accounting for 2.21%, and 554 near-poor households, accounting for 2.7%.
During the ceremony, Chairman of the Provincial People's Committee, Le Van Han, congratulated and commended the remarkable achievements of Duyen Hai district in building a new rural area. He also suggested that the district continue to build on its achievements, overcome limitations and challenges, and fully exploit its local potential and strengths. The Chairman emphasized the importance of consolidating and improving the criteria for a new rural district. He also urged the district to effectively implement central and provincial policies that support agriculture, farmers, and rural development, including digital transformation programs and the one-commune-one-product (OCOP) initiative.

The ceremony recognized the outstanding contributions of 5 collectives and 12 individuals, who were awarded Certificates of Merit by the Chairman of the Provincial People's Committee. Additionally, 10 collectives and 21 individuals received Certificates of Merit from the Chairman of Duyen Hai District People's Committee for their exemplary achievements in implementing the National Target Program for New Rural Development in the district.

As of now, Tra Vinh has successfully achieved the new rural standards in 8 out of 9 districts, towns, and cities, completing the mission of building new countryside. All 85 communes in the province meet the new rural standards, with 38 communes achieving advanced new rural standards and 3 communes meeting the model new rural standards. The province has nearly fulfilled 5 out of 8 criteria for becoming a new rural province, aiming to complete the mission of building a new rural area by 2025.
